Junction VIII volume crazy loud

Hopefully someone can help me as I cannot seem to fix this. Using Junction VIII and in the game launcher settings I have all volumes down to 10, yet the game still loads in full blast.

I thought it might be the OST mod I am using which is Tsunamods OST-RF but it doesn't have any configurable volume sliders. I am at a lost here as I do enjoy the changed music.

I have to go to the in game config sound settings and turn it down low each time I load the game.
