What happens if buyer opened a return request, and I offer a buyer a partial refund but they don’t respond to the offer?

So a buyer opened a return request claiming the packaging was damaged. I saw an option to offer a partial refund so I did. Now the buyer didn’t reply to the offer. I also no longer see any option anymore to provide an eBay return label either. So what happens now? If the buyer doesn’t respond and ends up asking eBay to step in will I lose my item and money? Or will eBay have some sense and still ask the buyer to return the item to me? I wish I could go in and just provide a label now but the option is now gone. I’m annoyed and wish I had just sent the label but I thought it was going to be easy. What should I expect to happen next?
