Billy Vs Yutani Scoring

Is Yutani really better than billy with ssc? I tried a 20 minute test and my yutani is level 13, billy level 13 and ssc level 20. My billy ended up getting a higher score, this could be because I haven't unlocked maxed yutanis 2nd ability which might be a lot better than Billy's 2nd ability maxed, but does anyone have any tests they could share e.g. 20 minutes of both and see what scores they got?
