Any Leaving Prefectural JET's not know their successor yet? (wtf?)

The new ALT's come to Japan in literally 1 month, but I've asked both my advisor and my principal multiple times and my school STILL does not know the new ALT's information/name/anything. This can't be normal right? When I was contacted by my School 2 years ago, it came around early-mid June.
