How exactly do state electric companies get away with Doubling everyone's bills for "upgrades/Maintenance"?

Is there not some sort of law that makes it illegal to just make someone's "delivery charge" be as much/more than actual Energy Usage charges?

The necessary Upgrades/Maintenance should already be done from the Energy company profits, but yet we have NY, NJ, and idk how many other states that have just started Screwing over all the residents by making them pay Double/Triple what they used to before the end of Winter came along (thats when they seem to have added the Delivery charges that match/exceed actual Energy usage charges).

I hope there is a Clear end in sight, but I wouldn't be surprised if they found a way to keep it going for Years.

Just like how we were supposed to pay for the Roads via tolls, and then when the roads are paid for "we have to maintain the roads, so we will just keep charging Tolls forever"
