fully skilled achievement

hi! i have played through gnosia and gotten all achievements besides fully skilled. i have 29/30 on my list and i know i'm missing freeze all but i dont know why? i've completed all the event searches and gotten the event with raqio and i'm able to use it sometimes but it's just not on my list. is there another random event that needs to happen? i have it set at 15 crew and 4 gnosia with all character roles activated so there can be multiple claims but i can't get anything to happen? if anyone knows please lmk!
