Help with Ivy Blouse pattern confusion 🙌🏻

Please help a beginner knitter!

 I am a very beginner knitter, and I am doing the Ivy blouse by PetiteKnit, but I have encountered a part of the pattern that I do not understand.

I am working the yoke and in this part of the pattern it says: "work from *to* twice"

But I really don't understand what this means, do I need to turn the project and work Right side and Wrong side like I have been doing?  or just keep knitting in the round? I really don't know what she means by "from *to*".
