Is Nomads DLC worth it if I like Eldar Craftworlds?

I’m a bit of an elf simp when it comes to Eldar because an entire civilization on an organic like ship sounds gnarly but gameplay wise I like seeing my large colored blob get bigger.

Does that mean this DLC is not for me since you can’t claim systems? Buying a whole DLC just to rp for a session then go back to my old ways doesn’t sound like a good deal to me.
