How to not get bullied in hard lvl 1 matchups?

Im new to the game, and I really like Irelia. In top lane, how do you prevent getting bullied by a stronger enemy top lane. I notice that a lot of lvl 1 matchups have Irelia losing, meaning you can’t just push into your enemy and win. Because the enemies could easily kill Irelia, how do you last hit minions? If I try to last hit to slow the waves, the enemy pushes forward, preventing me from getting close to the minions and last hitting them without taking a ton of damage and having to use flash. If I try to dash at the minions, I get too close to the enemy and get destroyed and am forced to flash out. Becuase of this, I can’t stack passive either. Usually the enemy minions are on different health, so I can’t just dash thru them to stack. Since the enemy just controls my wave, I get snowballed and out leveled, and I don’t know what to do. What do good Irelia players do because when I watch challengers like Irelking, the enemy doesn’t really bully him out of the wave and last hitting minions. What are you supposed to do? I usually play top lane but any info helps!
