People who cannot put their trash away properly

It's a huge problem in my neighborhood. I was going to one of the trash bins, and I saw there was a bag of trash right next to the bin. Like someone just dropped their trash bag next to it and didn't bother trying to put it inside the bin...

Our neighborhood has multiple bins, so people don't have to go a long way or pile up trash.

This used to be an issue. Sometimes, the trash bins are filled to the brim with garbage, and people still use the bins filled with trash instead of going to a different one.

The bins filled with trash issues aren't much of a problem now. The bins now only have the sides open instead of the top. They completely closed the top of the bins for some reason.

However, people are still putting their garbage right next to the trash bin instead of actually putting it inside the bin :(.

I'm surprised we haven't attracted mice or raccoons yet.
