[CD-ROM][1997-2003] Game where 4 factions fight it out for survival

As title says, I'm looking for the name of a game from maybe the 90s to early 00s that was on CD-ROM where there are like 4 factions that have a rock-paper-scissors relationship with each other. I vaguely remember it featured cats, lizards, humans and a fourth faction, maybe birds. I don't exactly remember the gameplay but I remember the cover had the four factions eating each other. Each faction also had a color assigned to it, cats were blue and lizards were green, I think humans were red? If anyone has any leads please let me know
