Kairos - One head looks back

Every other version of this rule (Including his Chaos Demons datasheet) was changed this to a single target in the 11th edition updates, but Kairos still has an aura. Is this correct? My girlfriend and I are playing, and are unsure of how to handle this rule. It looks like an obvious oversight to me. Are people just playing it as is, or assuming it'll get fixed and playing that way?
