Fedex applying inconsistent tariff codes across packages for imported music
I received two fedex shipments of music, phonograph records and compact disks, from the same seller in Europe. The first package was coded as 9903.03.01 and I was charged a 10% fee plus a smaller disbursement charge.
The second package was coded 9903.02.20 and I was charged a 15% fee plus a smaller disbursement charge. Both packages contained the exact same kinds of products from the same seller, so this fee discrepancy makes no sense.
Also, isn't the applicable and correct code for music LPs and CDs 9903.03.11? When I looked this code up on the hts.usitc.gov website said 9903.03.11 applies to "Articles that are informational materials, including but not limited to publications, films, posters, phonograph records, photographs, microfilms, microfiche, tapes, compact disks, CD ROMs, artworks and news wire feeds"
Also doesn't 9903.03.11 have a carve out exception for 10%/15% tariff fees since US Customs has no import fees or taxes for informational materials? Shouldn't I then only be responsible for the disbursement charges?
