Who pays for a ramp installation?

Landlord Tenant Housing

Location: Florida, United States

I live with older family who now has to use a wheelchair or mobility scooter if they need to leave the apartment. There is roughly 1 inch hump to get out the front door. Than after that after a few feet it's about 6 inch step to the side walk, then the parking g lot closest to us has no handicap access and is another 5 inch step off the sidewalk. Easy to say by themselves they have no way of getting in or out by themselves. We personally purchased 2 small ramps for each side of the door frame to go over without issue. We have also purchased a small foldable ramp that's meant for their weight and length needed for the two larger steps. This is time consuming to take out, use, and put away, then repeat to get them back inside.

The issue is there less than a half a dozen ramps in the entire complex of over 200 units, only 1 of which is a legally built one.

To summarize I tried to request to be able to park near the one ramp to make it less hard on my older family to get outside on their own. We were told no. Then we're told if we wanted a solution for handicapped access to our unit we privately would have to pat for 2 to 3 ramps to be installed permanently on the property each costing about 2000 dollars.

We have not brought this back up, it feels insane to ask a renter to pay for this. Originally they didn't even have handrails infront of the apartment off the step or some builds multiple steps. Only recently have handrails been installed on one side if the steps, none are evenly placed and some are far enough over they semi block the sidewalk itself.

So the main question is. Do I really have to pay for a permanently placed ramp for a large apartment c9m9lex when they don't offer any at current.

When the scooter was delivered the two gentlemen who were explaining everything were blown away at the fact we had no actual handicapped access.

Side note : at this time it's not feasible to move somewhere else or we definitely would have years ago.
