Anyone know where this fanfare came from?

It prefaced 27th Lancers Wee MacGregor chart in 1970, 1972, and 94. I also heard a recording of a Scottish high school playing it in 1972 so I know it’s not just a James Wedge thing, does anyone know what the name of the fanfare is? (4:54 in the linked vid)
