should I leave if he promised to change and has not?

hi everyone! I (21F) have been in a relationship for about 3 years with (23M). We met in university and I quickly developed a crush on him. I tried flirting and messaging him, but he always responded cold and never really seemed eager to get to know me like that, so I stopped going after him. At a house party, I got very drunk and ended up confessing to him, he accepted my feelings and we started dating then. I always kind of had this insecurity about how we started dating, since I asked him if he liked me before and he ALWAYS changes the subject to something else. I had never ever confessed to a guy first (not really big in my country lol) so I was constantly insecure about it. The relationship has been great, but we have been having some hiccups that really make me doubt where this is going. He always asks for me to listen to him when we are together (like not look at my phone or get distracted) and gets very irritated if I don't (which I get it, samesies for me) but when I talk, he usually is on his phone, or doesn't listen to my stories and shifts the conversation to something else. I have talked to him multiple times about this issue, he always apologizes profusely and promises he is going to change. The change in attitude usually lasts for up to 2 months, and then back to before. Sometimes when I want to talk about that with him, he always points out my shortcomings and says "okay but you do this so...". Lately we both have been busy and not really seeing each other a lot, the last few times I have planned the dates, or what we were going to eat. His idea of a date is staying in his place, doing nothing in his bed. Which, don't get me wrong, I love the idea of a chill date of cuddling and staying in, but he always wants to do that. When I ask him to do something else, he usually gets annoyed at my suggestion. Idk what to do :/
