Does Rowling have a problem with French Norman people?

Discussion

I was looking around and apparently if you notice, a lot of the Bad Guys have French and/or Norman based last names:

Malfoy, Pettigrew, Lestrange, Voldemort who outright rejects his birth name, maybe Carrow and Fudge.

While the good guys have mostly Anglo surnames:

Black (While Most of the family are bad, by the time of the story, most are either deceased or changed their name upon marriage. Sirius who is treated as Good is the only one who still has it.)

Potter. Weasley.

There are some exceptions like Hermione Granger, and even then, Granger also has English origins.
