Help with restoring water service

Hello everyone, so I'm in a bit of an odd situation and I'm in the process of handling it the legal route but that takes time and I'm becoming desperate. Long story short, my water has been shut off because my landlord failed to tell me for months that he stopped paying for the water bill even though it is supposed to be included in my rent. When my water was shut off I requested the bills from the city and filed a formal complaint against my landlord but of course, the legal route takes time so now I am stuck without water and cannot put the bill in my name to restart the service until the previous balance is paid off. I would usually be able to cover something like this but I just had to pay a hefty amount to repair my car after the catalytic converter failed so I am stuck needing help.
