Should I consider "Received" status as a soft rejection?

Hi, for some programs I've applied to (Bonn MCB and JMU Würzburg BioEU) for WiSe 26, my portal remains on "Received" status for more than a month or two.

I've seen updates of applicants receiving interview invites and admits to these same programs. So I'm wondering if I should just consider the lack of a status change as a soft rejection?

Would like to know if anyone has faced a similar issue either for this intake or previous intakes, and whether there's been a change of status or admission decisions received at later dates.
