No-shows for free consult calls -- fair not to reschedule?

Hi all, if a potential client no-shows for a scheduled free 15-min consult call, does it seem fair to inform them that you don't offer another one but they can schedule a (paid) first appointment, which will serve as an initial consultation? Somehow declining to reschedule the phone call feels a little harsh but at the same time, I feel that I reserved the time for them. Curious how others handle this.
