LG C1 settings issue

I'm hoping someone can help.

I can't change settings on my LG C1.

If it's a toggle, won't let me change state.

If its selectable option, won't do anything e.g. allow select hdmi device

Some of them are just greyed out.

I thought maybe they were locked under the safety menu but that's not the case.

I've done a reset to factory settings. Doesn't work. TV starts with the same settings.

Tried changing the language etc to no avail.

Is there something obvious I'm missing?
