Clan issues

Why can we not block someone from joining. I have to leave our clan open hoping people join, but one person leaves and comes back 10x a day everyday and people are getting annoying. The only solution I’ve found is to put the clan to invite only which means we can’t really grow. I tried invite only for a week and then switching back to open in hopes they would stop but here we are.
