does which university u graduate from really matter?

my brothers are studying their bachelors in canada rn and my parents are planning to send my back to my homecountry (india) for my bachelors in CSE(AI AND ML) from a tier 3 university(low ranked university basically with not really good placements). So would the university name or degree really matter or does it depend on my skills and projects? I really want to land a job in a big company in my 3rd year as an intern so would the university really matter? and if i plan on going to canada for masters would the uni name, degree, and reputation really matter for jobs and admissions in universities for master?
