Neighbor From Hell?? HELP PLEASE??

So here’s the deal. I’ll try to keep it short.
Three of us in the neighborhood recently received a “cease and desist “ letter. This came after a very turbulent couple of months. I feel as though said neighbor’s behavior is escalating. Hoping I get some advice as to what type of personality I’m dealing with and how to handle it.

Taking pic of our properties.
Video taping me walking my dog.
Waiting with her friend outside my neighbor’s place and confronting her.
Yelling at the neighbors kid.
Calling neighbor “a stupid bitch” in front of her kid.
Yelling at a neighbor who was merely pulling weeds.
Yelling at and confronting vendors.
I could go on. In the CD letter she accused all of us for doing all the things she is doing. She is telling people blatant lies about us. AND……..
calling the police for any and everything! If not the police the fire dept.
Can anyone advise me on what type of personality this is and how to handle it?
