PVE backup issue?

I have a PVE 9.x backup job that backs up to my NFS server. I have configured the backup to "STOP" VMs and LXE containers. I only have one VM and it's running Windows 11. What I see when the backup runs is that PVE shutdown the VM and starts the backup. However, if I watch the VM console what is see that the VM does not shut down. Instead it immediately restarts while the backup is running. I can login and use the VM while the backup job is running. Any ideas why, or is this normal? Thanks.
