Is there a possibility that Yae doesn't get replaced and she also doesn't get a rerun soon?

I pulled Sandrone, feeling confident that Yae is likely to be replaced at some point. Now, I'm thinking it would be a bit insane if Hoyo made more than one dedicated unit (or at least part of BIS team) for Sandrone at some point (YaeReplacement/Odette/Alyosha/Tsaritsa?).

I don't want to pull in the Chronicle banner; it feels like a scam. But is there ever a scenario where Yae ends up being a BIS (with no equivalent sidegrade) in Sandrone's team, and then Hoyo decides not to rerun her for another year?

Note: Even if you consider the Chronicle banner 50/50 loss to be better cuz you lose to another limited character, I need to save my wishes to maximize chances of getting Alyosha cons for Oddette's banner, so in my case, the Chronicle is a big no.
