Is Jae Yong slower after the update?

I saw in the quality of life notes that they made it so speed stacking insta thing anymore, and only your highest speed buff applies.

This is so great because it’s one thing the community was begging for since we all love when brawlers feel slower (sarcasm).

But did this change actually go through on Jae Yong? It feels like he is slower than before but it’s hard to say for sure without a side by side. It also seems like his main attack speed boost still somewhat stacks just not as much as before.

So I he actually slower?
