Do many 2000> rankers actually go for iits/ gmcs?

I read somewhere that there might be lesser Counselling rounds and that cutoff ranks might go down this year.... If yes , how much can they actually go down ? As in last yr it was 8.3k , this year , would it remain same , become more or less? Like 5k or 6k? Seats are only 2.3k approx. So ... Do many top rankers actually give away their seats? Feeling anxious.....is 3.3k a safe rank?
