AI can't declare War - Civ7 1.4.1 bug

I feel like this isn't getting enough attention, but it's also the type of pattern that's easy to miss until you start looking for it (I only did once somebody mentioned it a week ago).

As far as I can tell, the AI currently cannot declare war on Players or other AIs. They will build up militaries and issue sanctions, but unless the Player initiates War or presents a "Denounce Military Presence," they will never attack. (Presumably alliances might also drag them into war once a Player triggers it to begin with).
