How does years of experience work when moving from a technical role into a managerial role?

I currently have over a decade of IT experience moving up from Desktop Support Technician to now Senior technical roles. If I applied to an IT Manager position would I be able to use my previous technical experience to negotiate salary or would it be viewed as having 0 years of managerial experience..?
