Garbage and Waste pickup rates?

Any one have any insight as to why there is such discrepancies in Garbage rates between different parts of the city. Yes I know different companies work different areas, but my rates in NE Portland (112th and Sandy) were twice what I'm paying down in Woodstock for the same can size.

I was under the impression the city set rates, but a 100% difference seems a bit wild.
