Question re Detroit Cannabis Dispensaries

I’m curious if anyone has ever determined or suspected that a dispensary here is selling flower with spray-on THC, or adding distillate in some other manner, to bud post-harvest.

Got some curiously potent bud here from a new-to-me spot. I didn’t notice the percentage when I got it, but now I’m looking at a label saying 60% thc. Cannabis plants don’t work like that. It’s labeled as just flower. So they’re either double counting (thca + thc), or it’s infused and unlabeled?
