Why is the Circassian genocide not internationally recognized?

95-97% of the Circassian population was displaced or killed by Russian forces. Circassians and their descendants were scattered across the Middle East and Anatolia. Why doesn't this genocide internationally recognized despite 1.5 million victims that were affected and crimes against humanity committed?
