We haven’t had sex after 3 months of dating

I just kinda needed somewhere to vent this. I (M22) have been seeing this woman (F23) for 3 months now. Things have genuinely been very good, so the title is not meant as a dig towards our connection. We see each other often, cuddle, kiss, and have stayed over at each other’s places multiple times. During those times, we often make out in bed with one another. However, this hasn’t happened in a while, and, as the title suggests, we haven’t progressed to sex yet. I’m kinda frustrated sexually, as I am very attracted to her and would like to build that physical connection more with her. However, I’m a virgin and thus don’t really know what to expect or how to initiate sex. Maybe she’s just not ready yet? We haven’t technically labeled the relationship yet, but we see each other all the time; maybe she’s waiting for me to commit before taking it to that level? Just kinda lost here since I’m very inexperienced. Any insights would be appreciated.
