Help with weird stains on washed/dried t-shirt

I have learned so much from reading and lurking on this subreddit but now the time has come for me to post my very own laundry SOS!

I just pulled a clean load of laundry out of the dryer and this black cotton t-shirt came out with these weird stains/spots all over it. They are The rest of the load was mainly darks and there were other black cotton t-shirts in the load that look fine. This is a shirt I've had for years and it did not go into the wash with any staining.

I have a 20yr old top-loader - using Tide Clean and Gentle powder and Downey Rinse Out Odor Free and Gentle in a Downey ball. Please, oh wise laundry mentors, help me!
