Credible film festivals in India

So my short film (in tamil language, with english subtitles) is in it's production/filming stage. I want to know if it's better to directly upload it on youtube after its completely edited or send it to film festivals across India or across the globe and await their results and then upload on youtube.

Also please remember I'm a beginner at all of this , so can someone please guide me through the whole process. And please do suggest credible film festivals conducted across tamil nadu and india or across the globe too. Btw the short film was shot on a mobile camera but I think the visuals are pretty good and the story too is unique...please suggest film festivals which I can submit my short film too. (Its ok 20-25 mins)

Tysm!!
