At what point in the game it becomes better to have one card of each facility in your deck instead of the way we're doing it now?

Title, basically.

I've seen JP runs from time to time, I even played with a rental deck on the JP servers before and something I've noticed is that over there it's the norm to have like one card of near every facility at minimum, the scenario pal card, and maybe two speed cards, something that is of course pretty different from what we have right now that is either 2 Speed/2 Power (or 1 Power/1 Stamina depending on if you're running long)/2 Wit or how people are playing Unity right now that is 2-3 Speed/2-3 Wit/Riko Kashimoto so I was wondering when did this shift happen for the JP players
