ReviseSQE possible inconsistency?

I feel like i'm going mad here but when calculating claim value in the Claim form, for specified claims, isn't the rule of thumb that the claim value should NOT include interest or any other calculations such as counter-claim, contributory negligence etc.?

Why is it that some sources state that interest should be included in claim value?
