Hoenmark ruins blockaded by beloth?

I’m not sure what’s going on but I’ve already beaten him and the ruins on the map have a locked memory fragment I can’t interact with. It’s showing the ruins are blockaded by beloth, which I don’t think I’ve ever seen before. Is this a bug? Anyone else have this going on? I’ve completed all quests and bosses and I’m just doing endgame things. I’d like to know if I’m missing something here or what’s going on?
