Where can I find Lu Yichao to recruit him as a Homestead Retainer?

Hey everyone,

Does anyone know Lu Yichao's exact location so I can recruit him as a Homestead Retainer?

The tracker points me to a specific spot, but whenever I get there, he's simply not there.

Before anyone asks:

• I've already checked at every in-game time period throughout the day.
• I have 100% exploration in every region, so I don't think it's locked behind map progress.

Am I missing a prerequisite quest or event, or is his location bugged?

Any help would be greatly appreciated!
