Refused delivery due to small dogs?

I recently got an order and the driver asked me to put our dogs up when delivering but I unfortunately had already left the house. Our dogs are very friendly and are small, and like to be lazy on the porch so if I’m just running an errand they like to stay outside. They are 20lb dachshunds who are harmless, don’t even bark when people pull up, and we have gotten dozens and dozens of deliveries without issue. She refused to deliver and threatened to bring the items back to store. I had to send a neighbor over and the driver refused to get out of the vehicle and made the neighbor open her trunk and unload all the groceries from halfway down the driveway. Is this bad review worthy??? I understand the dog thing but I text her and assured her the dogs are harmless and they truly are. They don’t even wake up from their porch naps when we get deliveries.
