Should I text him??

Hey so i've been talking to this guy for a bit of time. We talked a couple months ago and then he ended up ghosting me kinda. We did not speak for about a month or 2 and i texted him the other day when I was a mix of drunk and high. fast forward we are supposed to hang out today. The plan was to see fireworks but he was gonna be in the area so he said we could also hang out earlier. He never told me the time he was gonna come over so i've just been waiting. should i reach out and text him or is this another ghosting situation :/
