My rat is odd but idk what to make of it?! Help!

My pet rat is scared of heights. Every time I pick him up he gets so squirmy and you can visibly tell he doesnt like it! Is that normal? He is over a year old and I thought he would grow out of that fear but he never did. I can pick him up for 2 seconds while I move him but afterwards he gets stressed u can tell!

Another thing: when I pet him sometimes he goes completely nimble. Like if I put my hand under him his head will just go limb and its crazy sometimes like dude, I can fling your entire head with 2 of my fingers wtf ?😅 He also goes completely limp and his body goes flat... is that normal? Do you guys think he hates it? He licks me after I stop so id assume he likes it but I just dont know!
