Plans & recipes not showing in Pip Boy

Plans & recipes not appearing in my Pip Boy when I open Notes. I can see them when I open the Pip Boy at a vendor, vending machine, or my stash box. They aren't listed at all if I open it by itself to try to learn them. My "known" plans show up. I looked thru settings and I see nothing that alludes to it. What am I missing? I've got quite a collection of them.
