Does anybody recognize this dialect?

I've posted this in other subs without receiving much information, but a few people told me it might be a Persian dialect, so I'm asking here in the hope of learning more. So, does this sound familiar to you? Is it understandable? Do you think it belongs to a particular region of Iran? Also, I know the video is titled "Domari language," but I can guarantee it's not Domari. Whoever gave it that title made a mistake. My theory is that it belongs to a group of formerly nomadic people, such as those today referred to by some as Kowli (کولی).

I'm looking forward to your answers. I'd appreciate any information you may have about this.
