I'm exhausted and disgusted with my body hair, and I feel like I tried everything. Could IPL be my last resort?

I don't think I have any syndromes or anything but I've always been more hairy than any woman should be. I have thick, dark and coarse hair growing on my stomach, legs, inner thighs, arms, even my chest and boobs (fewer and sparse hairs on the last two areas but still very annoying to deal with). I even have sparse hairs on my neck and my chin and thick sideburns that fade into fuzz on my cheeks. I don't wear shorts or revealing clothes, my biggest issue is the hair on my chest and neck and chin.

At first I shaved, but it was really annoying and the hair would grow back after a DAY. Sometimes I would shave the hairs on my neck but they would be so thick that you could literally see a black dot where the hair was. Then I tried epilating, but had to do multiple passes on the same area and it left me irritated, and I still had to repeat that frequently. I even tried waxing and it does work, but it's so time consuming and messy. I put shaving cream on my legs once and it only cut the hairs in half because of how long they are.

I'm genuinely exhausted. I tried looking into permanent hair removal but it feels like every single option is too expensive for me. I just wish I could spend more than a week or two not caring about how hairy I am. I'm young, I started growing hair very very early and it genuinely messes up with my self esteem. I feel like a man.

Is there a method I'm missing? I heard you can buy IPL but I don't understand the difference between that and laser you book sessions with. I'm also unsure if it can be used on sensitive areas, like my neck and my chest. I also struggle with depression and simple tasks take a lot of effort and energy from me so I was wondering how time consuming and annoying it is to do IPL.

Thank you so much for reading, I hope this was the right place to ask
