How do you hide contacts/phonenumbers suggestions that show from above the keypad? Or could I possibly be experiencing a bug?

I went into settings to switch off "Show Contact Suggestions" and "Dial Assist" too. It's weird to me how it won't work, it's still suggesting numbers above the keypad to call from my contacts while I am typing a different one in the keypad. I even closed both the "Contacts" App and the keypad "Phone" app.

I feel like I remember I was able to do this In one of my previous iPhones, I don't know if it's a bug or if the feature was silently removed or...it never existed and maybe I was completely dreaming for the 5 years.
