Internal Bomb Bay and external hard points

I am struggling with some rules. If a ASF/Small Craft has 11 tons of cargo space and the internal bomb bay quirk, then how many Arrow IV missiles can it internally carry? 11 or 2?

And if an ASF carries 2 Arrow IV on external hard points, which take 5 slots each, does it already lower the safe thrust as if it had 10 bombs loaded or just 2?
