What's the deal with Fabian?

As someone not all familiar with the lore of this comic outside of the comic, what's the deal with Fabian?

Carrie and Jackie all warn Cameron about Fabian, with Carrie even telling Fabian "not to get any ideas" with Cameron and Carrie later telling Cameron that she needs to watch out for Fabian and that he likes to pounce on newcomers, which I interpreted as sex.

So, from the sounds of it, it looks like Fabian is a sex offender or something.

But Fabian was so nice to Cameron though, especially after that exposition dump Cameron got about what Safe Haven is.
