missing isb report no.3，it's not in the location on the guides. Is it require story progression?

I just unlock speeder on the water. AND I'M trying to 100% the planet. But the isb report no.3 asara deyn is not in the spot that showed in the guides. Is this one require story progression or something? Thanks
